Tatiana Carayannis will join fellow members of the Justice and Security Research Program at the Human Security: Humanitarian Perspectives and Responses Conference in Istanbul, Turkey from October 24-27. Tatiana will be presenting a paper on Armed Groups and Shifting Authority Structures in Western DR Congo as part of a broader panel examining hybrid-service delivery, and the position of the state in conflict affected countries.
