Research Trip to Mbandaka (Eqauteur) in the DRC
From 18-27 June, Tatiana Carayannis and Program Coordinator Aaron Pangburn travelled to the Democratic Republic of Congo (DRC) to visit Kinshasa and the provincial capital of Equateur – Mbandaka – one of the Western DRC JSRP research sites. The trip served as an opportunity to conduct interviews with a number of local stakeholders (the director of the province, assembly representatives, customary chiefs, university professors, demobilized soldiers and local union members) in support of future research outputs on the demobilized soldiers, former rebels, and the growing displaced population living in the region.

Update on the Central African Republic
CPPF helped facilitate a discussion on the crisis in the Central African Republic, with a few CAR experts from the academic and policy communities. Participants reflected on the UN’s role leading up to the September 2014 deployment of United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), and how to empower local actors, by organizing a Central African Policy Forum (CAPF) session with members from the NGO and diplomatic communities in New York.

This project funded by the Ford Foundation aims to consider dialogue opportunities regarding extractive industries in this country. The group is comprised of different stakeholders including industry, civil society, academia, and ethnic groups.

CPPF held a meeting with UN officials on the Central African Republic (CAR) to analyze roots of the conflict, and possible international responses. Participants looked to past interventions for lessons learned, and thought creatively about what could be done in the short-term for immediate relief to the crisis, with an eye to the longer-term statebuilding needs in CAR. The following day, CPPF experts met with Member States for a briefing on the same issues.

Tatiana Carayannis, CPPF Deputy Director and member of the DRC Affinity Group, participated in a day-long conference on national reforms, security, and regional conflict dynamics in the DRC, hosted by the Royal Institute for International Relations on 10 December 2013, at the Egmont Palace in Brussels, Belgium. Carayannis presented on a panel focused on the regional and international responses to the governance and security challenges in the DRC.

Ukraine and Belarus (Brussels)
On December 9-10, CPPF held a meeting on Ukraine and Belarus in Brussels. The meeting brought together a small number of senior United Nations policymakers, and a few independent subject-matter experts to identify possible policy options for DPA on Belarus and Ukraine. Senior representatives from the UN Country Teams from Belarus and Ukraine attended the sessions, along with DPA officials from New York and senior representatives of the European Union, the Council of Europe and the Organization for Security and Cooperation in Europe.

Infiltrados: A chronicle of corruption in the National Civilian Police of El Salvador (New York)
CPPF, in cooperation with American University, organized a meeting to discuss journalist Héctor Silva’s book on the infiltration of organized crime in the National Police in El Salvador. Silva discussed his research findings, particularly on how decisions made during the peace agreements and by the UN Mission (ONUSAL) facilitated this infiltration, in an attempt to draw lessons learned for other Missions.

A principal objective of the meeting was to bring together disparate parts of the UN system to assess their work and identify a common, coherent approach.

A conference to discuss perspectives on United Nations peacemaking, peacekeeping, and peacebuilding with scholars and policymakers from Africa, China, and the West.
