Widespread ethnic violence in 1972 in Burundi forced many Hutus to flee to Tanzania. Refugees for more than three decades, they are now facing a difficult choice: repatriate to Burundi or become Tanzanian citizens. This SSRC working paper examines the factors influencing their decision-making process and recommends procedural improvements.
