Since joining the Council in 2002, Anthony has overseen and contributed to a number of projects.  In addition to administering an annual fellowships and grants competition, he has organized numerous workshops, seminars and conferences on topics such as governance, violence, and public health in Eurasia.  He has also worked closely on projects in and on Central Asia, including the creation of on-line histories of Central Asia for use in university classrooms.  More recently, Anthony has broadened his portfolio of activities beyond Eurasia proper to include projects related to Eastern Europe, the Middle East, South Asia, East Asia and elsewhere. He is currently engaged in research on the production of knowledge in and through area studies programs on U.S. university campuses.

Prior to joining the Council, Anthony worked in Moscow, Russia, administering a number of programs for school teachers and university professors, researchers, and Russian leaders.   Anthony began his schooling in history and the Russian language at Kenyon College and furthered his education at Indiana University, where he received an M.A. in Russian history in 1998 and completed additional Ph.D. course work, with research interests in the Eurasianist movement of the 1920s as well as processes of urbanization in the late Russian empire. Throughout his academic career, he has made frequent trips to Russia, studying at Nizhni Novgorod State University and Moscow State University, among other Russian institutions.  Over the last few years, work-related projects have taken him beyond Russia to Eastern Europe and Ukraine, Central Asia, the Caucasus, and parts of the Middle East.
