APSA 2017 featured a panel entitled, "Negotiating Agreement in Congress: Parties, Polarization, and Legislative Action” at 10am on Thursday, August 31st at the Westin St. Francis in San Francisco. Most of the presentations s on this panel featured research conducted with the support of the Anxieties of Democracy program’s Negotiating Agreement in Congress Research Grants. A member of this grant initiative’s advisory group, France Lee (Political Science, University of Maryland) also presented her work.
The papers discussed for this panel varied in terms of analytical focus and methodology, but they all speak to the institutional and electoral factors that shape Congress’s capacity to negotiate agreement and the challenges of legislative reform efforts.
