Senate Foreign Relations Subcommittee on East Asia, The Pacific, and International Cybersecurity Policy Hearing: Assessing the Maximum Pressure and Engagement Policy Toward North Korea

Northeast Asia Cooperative Security Project director Leon Sigal testified before the Senate Foreign Relations Committee Subcommittee on East Asia, The Pacific, and International Cybersecurity Policy on July 25, lending his experience to the crucial policy debates on North Korea currently underway on Capitol Hill.

Sigal, who has participated in Track Two talks with North Korean officials and has advocated for renewing negotiations with Pyongyang, opened his testimony with a clear-eyed assessment of the current situation. “Have no doubt about it: complete denuclearization remains the ultimate goal. But demanding that Pyongyang pledge denuclearization now will only delay a possible agreement, enabling it to add to its military wherewithal and bargaining leverage in the meantime.”
