Assessing the Effectiveness of the United Nations Mission in the DRC - MONUSCO

On 24 April 2019, UVC Senior Program Manager Aaron Pangburn’s co-authored assessment report of the UN Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) was published by the Effectiveness of Peace Operations Network (EPON). The report evaluates the effectiveness of the UN mission in the DRC over four phases (spanning the last twenty years since the end of the Second Congo War) and examines the challenges they face following the most recent December 2018 election and Felix Tshisekedi’s inauguration as President. The report tracks the evolution of MONUSCO, with a particular emphasis on the strategic and operations impact of the mission, and its core constraints. UVC Director Tatiana Carayannis served a member of the external reference group for the study.

The report assessed MONUSCO’s effectiveness on the basis of EPON’s methodological framework, evaluating the mission along eight dimensions, including MONUSCO’s support to the political process, its protective and stabilizing capabilities, national and local ownership, their regional and international support, internal coherence, contribution to the women, peace and security agenda, and the legitimacy, impartiality and credibility of the mission. Aaron conducted the fieldwork for the report in July 2018 in partnership with the lead author for the study Dr. Alexandra Novosseloff of International Peace Institute (U.S.A.), and the two other co-authors: Dr. Adriana Erthal Abdenur, Igarapé Institute (Brazil) and Professor Thomas Mandrup of Stellenbosch University (South Africa) and the Royal Danish Defence College.

EPON, established by the Norwegian Institute of International Affairs, is a network of over 40 global partners committed to addressing and researching the effectiveness of peace operations globally. The goals of the network are to produce substantive research on peacekeeping organizations in order to present their findings to relevant policy stakeholders, including the UN.
