The humanitarian situation in the eastern Democratic Republic of the Congo remains precarious, with over fifty armed groups operating across the region. Arguably one of the oldest of these is the Forces Démocratiques de Libération du Rwanda (FDLR), a rebel group with roots in the 1994 Rwandan genocide, and the main justification for Rwandan involvement in the eastern DRC in recent years. “FDLR: Past, Present, and Policies,” a product of the DRC Affinity Group, provides a historical background on the FDLR, an analysis of past military operations against it, and a series of policy proposals that could help dismantle the group and address a key source of regional tension.
