In light of the on-going process to put together benchmarks for the implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of Congo and the Great Lakes Region, the DRC Affinity Group presents, Nathaniel Olin’s, (a PhD student at the University of Wisconsin-Madison) look into “Measuring Peacekeeping: A Review of the Security Council’s Benchmarking Process for Peacekeeping Missions.”

This paper investigates the UN Security Council’s practice of requesting UN peacekeeping missions to establish explicit benchmarks for their own progress and eventual drawdown. It provides a brief background, investigates the varying approaches to benchmarks across missions, and evaluates some of the emerging trends in this relatively new process. Each mission’s approach is discussed individually in an Annex following the paper.
